Laing Homes, a major British corporation,
in collaboration with a California developer, plans to build
an 8,400 home subdivision, designated Cielo Encantado,
in the middle of Red Rock Canyon. |

Did you know:
- John Laing Homes, a developer,
has plans to build over 8,400 homes for over 21,000 people overlooking
Red Rock Canyon. The plan includes commercial development to
serve those 21,000 people.
- A population of over 21,000
people is larger than the cities of Kingman, AZ or Boulder City,
NV.
- The proposed site is bounded
on three sides and will face the Red Rock Canyon National Conservation
Area (RRCNCA).
- The proposed development relies
on an unfair land swap giving 500 acres of undevelopable land
within RRCNCA to BLM while the developer gets 1000 acres of developable
BLM land. This land swap has not yet happened.
- This is a prime example of "leap-frog"
development: public facilities (water mains, roads, etc.) will
have to be extended over five miles into the rural countryside
to reach this site.
- Wastewater treatment for 21,000
people is slated for the southern entrance into Red Rock Canyon.
- The developer is asking for
a new right-of-way across the RRCNCA for a four-lane highway
that will connect to State Route 159 to be used for the thousands
of commuters that will be pouring down Blue Diamond Hill into
the Conservancy on their way to work. SR159 is the main road
through the Canyon area.
- Surface pollution from the city
of 21,000 will drain into the Blue Diamond watershed in the RRCNCA.
What can you do??

meeting on Wednesday, September 18, 2002 where this issue will
be decided.

newspaper.
- Send copies of your letter to
the people listed on the action page.
Additional information including
maps of the proposed site are available for your review at the
Blue Diamond Library.
